REQUEST FOR EXPRESSION OF INTEREST FOR

INDIVIDUAL CONSULTANCY SERVICES

LOCAL ENVIRONMENTAL EXPERT

The Republic of Serbia has applied for financing in the amount of EUR 8.4 million equivalent a Grant from European Union Instrument for Pre-Accession (hereinafter: IPA), administered by the World Bank (hereinafter: WB) toward the cost of the Innovation Serbia Project, and it intends to apply part of the proceeds to payments for individual consultancy services under this Project.

The Serbia Innovation Fund (IF), needs to engage one Individual Local Environmental Expert (Consultant).

Objective of the Assignment

Generally, the Consultant, to be engaged through the Project, is responsible for the environmental screening and categorization of the proposed projects, for evaluation of the Environmental Screening Questionnaires (ESQs), for review and approval of the Environmental Management Plans (EMPs), for evaluation and review of monitoring reports to ensure compliance with the EMP, performing on-site visits (if necessary), and advising Applicants on the content of EMPs, as needed.

Scope of work

  • Evaluation of ESQs submitted along with other relevant documentation under the IF’s financing instruments in order to:
    (1) Ensure compliance with the Bank (IFC) exclusion list,
    (2) Ensure that no subprojects with significant impacts of a Category A type are supported,
    (3) Ensure that grants will not necessitate involuntary land acquisition,
    (4) Ensure that grants will not finance any activities which involve land acquisition or any form of resettlement, and
    (5) Determine category of the projects,
  • Advise Applicants on the content and scope of EMPs, as needed,
  • Evaluation and approval of EMPs,
  • Evaluation of monitoring reports to ensure compliance with the EMP,
  • Performing on-site visits if necessary, and
  • Providing recommendation to amend environmental management procedures for the purpose of the implementation of the IF’s financing instruments.

Experience and qualifications

  • At least a Master’s degree in natural or technical sciences, PhD would be an advantage;
  • At least 10 years of experience in field of environment;
  • At least 5 years of experience in public administration in field of environment or science;
  • Experience in internationally funded projects in the fields environmental protection;
  • Knowledge of the World Bank environment regulatory (rules) and environmental measures would be an advantage;
  • Previous experience with World Bank-funded projects as environmental reviewer and an understanding of its requirements would be an advantage;
  • No obstacles for traveling in Serbia for various field trips;
  • Good computer skills (Office programs);
  • Effective interpersonal, advisory skills proven through successful communications and interaction to reach certain effects or results;
  • Fluency in English.

Timing and Duration

The Consultant would be engaged for approximately 50 man days in the period of 3 years, with evaluations being held two (2) times per year. The assignment is envisaged to start in by September 2011, subject to signing of the Administration Agreement between the World Bank and the European Commission and the Grant Agreement between the World Bank and the Government of Serbia.

The Serbia Innovation Fund (IF) now invites eligible individual consultants to indicate their interest in providing the services.

The individual consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
