FIRST INNOVATION VOUCHERS AWARDED

Belgrade, 30 January 2018 – The Innovation Fund has awarded 35 innovation vouchers today to 28 Serbian companies for a total amount of 22.16 million dinars. Following a public call opened on 21 December 2017, the Fund received over 40 applications in one month from companies requiring the services of a scientific research organisation to solve a technical problem to raise the innovation level of their products and become more competitive on the market. The call is still open until 21 May 2018, or until the earmarked funds are used.

Interested micro, small and medium enterprises applied for a new service – innovation vouchers worth up to 800,000 dinars, and a total of 30 million dinars were allocated at this stage from the budget of the Republic of Serbia under a loan agreement with the World Bank. The innovation voucher covers up to 80% of the total cost of the service, and companies must co-finance the remaining amount, including VAT. In the pilot phase of the innovation voucher programme, the companies were able to apply for a maximum two innovation vouchers amounting to 1.2 million dinars.

The innovation vouchers were presented to the winners by the Minister of Education, Science and Technological Development, Mr. Mladen Šarčević, and the minister without portfolio responsible for innovation and technological development Mr. Nenad Popović.

“This simple financial incentive aims to strengthen the links of our scientific and research organisations with small and medium-sized enterprises in Serbia. We are developing innovations every day, and for society to benefit from them we need to recognise and support them, primarily through institutions such as the Innovation Fund. I am pleased to say that, thanks to the cooperation with the World Bank, the funds for this year for the work of the Fund have been increased”, said Mladen Šarčević, Minister of Education, Science and Technological Development.

“We want to encourage better cooperation and exchange of knowledge between science and business and to offer innovative products and services in the future, both in domestic and foreign markets. For this reason we will soon be launching another new programme of financial assistance to young entrepreneurs amounting to 250 million dinars for innovations and start-ups. We hope that our support will contribute to the development of Serbia as a knowledge economy”, said Nenad Popović, the minister responsible for innovation and technological development.

“The interest is high and I am sure that the results will show that this kind of support contributes to strengthening innovation capacities and a more competitive Serbian economy. With the new service for small and medium-sized enterprises, we have shown once again that the Fund’s programmes are recognised as a necessary mechanism for both development of entrepreneurship in Serbia and strengthening of the essential link between science and business”, said Ivan Rakonjac, Director of the Innovation Fund.

Services that are required of scientific and research organisations lie mostly in the field of mechanical engineering, followed by the food processing industry and agriculture. Accordingly, small and medium-sized enterprises that have been granted an innovation voucher operate in the field of metal structures, manufacturing of machinery, bodies for motor vehicles and trailers. The Faculty of Mechanical Engineering of the University of Belgrade, the Faculty of Mechanical Engineering and Civil Engineering in Kraljevo and the Institute for Meat Hygiene and Technology are the most frequent public research organisations. Innovation vouchers were awarded to companies from Belgrade (the most), Šabac, Novi Sad, Bor, Kragujevac, Nis, Kraljevo, Prokuplje, Novi Bečej …

Innovation vouchers are another service under the Innovation Fund Technology Transfer Programme, whose purpose is to encourage the transfer of public research results to the private sector to create products and services that will improve the Serbian economy.

The design and procedures for implementation of the innovation voucher scheme have been prepared under the project ‘Support to research, innovation and technology transfer’ funded by EU IPA funds for 2013 and administered by the World Bank, while the funds for implementation are provided from the budget of the Government of the Republic of Serbia, under the budget item of the Ministry of Education, Science and Technological Development through the ‘Project for Improvement of Competitiveness and Employment’ (a loan agreement of the Republic of Serbia with the World Bank).
